Purpose Manage and direct procurement efforts for the Texas Institute for Electronics. Oversee and provide leadership for a wide variety of purchasing and supply chain requirements, from multi-million-dollar semiconductor equipment to consumables such as semiconductor wafers, masks, and chemicals. Manage work assignments and workflow to ensure timely response to requests. Responsible for ensuring that procurement requests comply with all University, State, and Federal policies and procedures. Regularly report procurement status, performance metrics, and strategic insights to TIE leadership. Responsibilities
    • Direct and oversee the Procurement team, providing leadership and direction for all related activities. Manage work assignments to ensure timeliness and the highest level of service and productivity. Ensure that work is accomplished using processes and procedures that comply with all University, State and Federal policies and procedures. Work closely with all the necessary functional organizations to ensure that activities across all areas are coordinated and optimized
    • Support engineering and operations to ensure the necessary equipment, materials, and service contracts are executed and maintained in a timely fashion to meet TIE's business needs.
    • Proactively support the operation and engineering teams in establishing and managing supply chain interactions, inventory levels, and expediting requirements.
    • Manage and track active contracts and purchase orders on an ongoing basis, monitoring compliance with contract requirements, contract expenditures, and contract renewal. Responsible for managing renewals, amendments, change orders, and closeout documentation as necessary.
    • Provide expert guidance and consultation to all areas including internal and external constituents regarding procurement, opportunities, and budget planning.
    • Manage transportation logistics of varying degrees of complexity related to equipment purchases.
    • Develop and maintain procurement reports and performance metrics to provide regular updates to TIE leadership, supporting strategic decision-making and operational transparency.
    • Other related functions as assigned.
    Required Qualifications Bachelor's degree and at least ten (10) years of progressively responsible experience in procurement and supply chain management, including a minimum of five (5) years of direct experience in the contract development, negotiation, and administration of contracts and related procurement documentation.
    • Strong knowledge of procurement principles and practices, including compliance with State of Texas, federal, and university regulations.
    • Well-versed in negotiating the terms and conditions of a range of procurement items such as semiconductor equipment, materials, and construction contracts.
    • Demonstrated experience with major capital equipment purchases exceeding $1 million and procurement of complex technical materials such as semiconductor equipment and consumables.
    • Proven ability to lead procurement operations, manage workflows, and oversee contract performance, renewals, and amendments.
    • Excellent organizational, analytical, and communication skills with experience working across cross-functional teams in fast-paced environments.
    • Proficiency in procurement and ERP systems (e.g., Workday, Oracle, PeopleSoft).
    Relevant education and experience may be substituted as appropriate. Preferred Qualifications
    • Advanced degree or professional certification in procurement, supply chain, or contract management (e.g., MBA, CPSM, CPM).
    • Experience in competitive solicitation processes and procurement strategy development.
    • Background in semiconductor, advanced manufacturing, or other high-tech industries.
    • Familiarity with public-sector procurement, especially in research or higher education settings.
    • Experience with logistics for large equipment, international shipping, and customs coordination.
