Position Overview

The Illinois Department on Aging seeks a strategic and detail-oriented leader to oversee the Long-Term Care/Home Care Ombudsman Program. This position is responsible for coordinating, implementing, and evaluating the program in alignment with state and federal regulations. Duties include developing operational policies, managing reporting systems and statewide data tracking, administering grants and evaluating financial plans, monitoring local program quality, and facilitating Ombudsman training initiatives. Conditions of employment such as regulatory compliance, statewide collaboration, and program evaluation are embedded within these responsibilities, supporting the delivery of high-quality advocacy for individuals in long-term care settings.

Essential Functions

  • Coordinates, plans, implements, and evaluates the statewide Long-Term Care/Home Care Ombudsman Program as defined by applicable State and Federal law.
  • Drafts policies and procedures to administer the state's Ombudsman Program's services.
  • Administers the Ombudsman Program's statewide reporting and data tracking system including the maintenance of accurate records, statistical reports on complaints, and activity reports.
  • Administers the Ombudsman Program grants by reviewing program applications, evaluating deliverables, and reviewing financial plans.
  • Monitors and evaluates Local Ombudsman Programs for quality assurance.
  • Assists in planning, implementing, and evaluating the Ombudsman training for all Ombudsmen.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health or human services.

Specialized Skills

  • Requires two years of experience serving as Long-Term Care/Home Care Ombudsman.

Preferred Qualifications

  • Prefers two years of experience serving as Long-Term Care/Home Care Ombudsman.
  • Prefers two years of experience drafting policy, administrative rules, or proposed legislative language.
  • Prefers two years of experience creating reports and presenting data using Microsoft Excel, Microsoft Powerpoint, or similar software.

Conditions of Employment

  • Requires the ability to pass a criminal background check.
  • Requires monthly travel statewide.
