Background

Hosted by the UN Development Programme (UNDP), the Multi-Partner Trust Fund Office (MPTF Office) is the only United Nations unit exclusively dedicated to the design and administration of multi-stakeholder pooled financing instruments. Since 2003, it has supported over 200 UN-implemented pooled funds, providing an integrated platform of inter-agency pooled fund services to help UN organizations and partners make fast and efficient progress towards collective outcomes, like the 2030 Agenda. The MPTF Office's current portfolio is over $16 billion in total, with more than $1.8 billion per year in contributions and includes more than 150 active pooled financing mechanisms.

The MPTF Office's trustee and fund design and administration service is a standard setter in the UN System - professionalized, highly transparent and firewalled from all UN implementing entities. The MPTF Office has put in place a number of tools and systems to support its transparent and accessible fund administration services such as its digital platform the MPTF Office Gateway. As a shared UN service provider, the MPTFO operates in a distinct and dedicated business unit. It provides an integrated service platform that, in addition to core trust fund design and administration functions, provides complementary services to users like data analytics, research administration, and knowledge management.

The office delivers services through 40 – 45 staff and personnel in the fund design and administration function and more than 50 staff and personnel in the fund secretariat function as part of a growing and dynamic office. 

Position Purpose:

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams to enhance and enable horizontal collaboration. 

Under the supervision of the Monitoring & Evaluation Specialist, the Data Analyst leads on database management, UN finance reporting and providing data analytics support for the for the MPTF Office, and will perform the following main functions;

Duties and Responsibilities

Lead and collaborate in the development of data systems to support evidence-based strategic analysis in line with UNSDG data management standards

• Define metrics, identify suitable data sources, and carry out data analysis to contribute to internal strategic processes in the broader pooled funding environment, including the quarterly office portfolio review meetings (QPRO).
• Foster robust relationships and enhance collaboration with data providers, including CEB Secretariat, UN-DESA, DCO, and OECD, as well as other relevant sources, to ensure accuracy, timeliness, completeness, and consistency in data collection.
• Lead in preparation, standardization, and integration of UN financial data from multiple providers annually.
• Lead in updating existing data sets or creating new ones to ensure comparability and enable the production of analytic outputs, reports, and visualizations. 
• Provides technical support for data production and analysis on inter-agency pooled funding as an essential component of UN financing, including on MPTF Office pooled funding

Lead and contribute to the production of relevant data products and accompanying data analytics

• Lead in developing tables and graphs to be used in the regular production of the "Financing the UN development system" annual report.
• Update and customize existing data products, such as UN country-level financial overviews or contributor-specific financing reports. 
• Support other financial data-related initiatives that the MPTF Office is or may be involved in, including initiatives related to innovative SDG finance and the measurement of Funding Compact indicators.

Maintain financial flow mapping, analysis, and methodological documentation to ensure consistent data quality

• Lead the mapping and analysis of existing UN financial flows in by thematic and geographical scope to inform the UN financing strategies for new UN inter-agency pooled funds.
• Collaborate closely with the MPTF Office fund portfolio managers to ensure alignment with strategic objectives and consistency in reporting on financial flows.
• Produce and maintain methodological notes and ensure the quality, accuracy, and consistency of data used in all data-related workstreams in MPTF Office and in MPTF Office partnership engagements on data.

Support the implementation of the annual UN Inter-agency pooled funds survey on common management features

• Participate in the FMOG subgroup on pooled funds and provide information/data on UN finance, including the UN Inter-agency pooled funds annual survey, to inform decision-making.
• Contributes to the design, administration, collection, and analysis of the UN Inter-agency pooled funds annual survey on common management features.

Support and contribute to the creation of content for data-driven communication products

• Support M&E Specialist with the preparation of data visualizations, data stories, and analytic insights for presentations, briefings, and other communication products for engagements covering UN financing topics.
• Develop new data products to address specific demands as needed.

Required Skills and Experience

Education :

• An advanced university degree (master's degree or equivalent) in Economics or related field is required. Or
• A first-level university degree (bachelor's degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Experience :

• Minimum 2 years (with master's degree) or 4 years (with bachelor's degree) of relevant experience in data science, data analysis, and data innovation, preferably in the development field or related area is required.
• Experience in publishing and dissemination of UN Financing data through various data systems and templates including DESA, IATI and CEB is desired.
• Experience as a data analyst specializing in UN development and humanitarian financing, at UNHQ level is desired. 
• Experience data visualization libraries using statistical computer languages to manipulate data and draw insights from large data sets (Scala/R/Python), Stata, Power-BI and DataWrapper is desirable. 
• Knowledge and first-hand experience of UN inter-agency pooled funding mechanisms is desirable.

Language Requirements:

• Fluency in English is required and
• Knowledge of another United Nations language is an asset.
